Private Debt Securities

A total of 35 private debt securities (PDS) issues (excluding issuance by Cagamas Berhad) amounting to RM20.4 billion was approved by the SC in the fourth quarter of 2005 (Table 2). This number includes three issues of asset-backed securities (ABS) worth RM3.1 billion.

For the year 2005, the SC approved a total of 77 Islamic securities issues, 57.1% higher than the total in 2004. The total size of Islamic securities issues in 2005 was also significantly greater by 185.7% compared to 2004.

The total value of PDS issues by Cagamas Berhad approved by the SC in the fourth quarter amounted to RM1.36 billion (Table 3). The PDS issues by Cagamas Berhad comprise short-term notes, conventional bonds and Islamic bonds.

In addition, the SC approved three programme issuance of structured products with a total size of up to RM10.9 billion in the fourth quarter of 2005, bringing the total size of structured products programme issued for the year up to RM43.55 billion (Table 4).

Private Debt Securities

The SC approved a total of 42 private debt securities (PDS) issues (excluding issuance by Cagamas Berhad) amounting to RM19.8 billion in the third quarter of 2005 (Table 2). This number includes two issues of asset-backed debt securities (ABS) worth
RM2.2 billion. Twenty-seven of these approvals were for issuance of Islamic securities while the remaining 15 approvals were for issuance of conventional PDS, representing 64.3% and 35.7% of total approvals for PDS respectively. The number of approved PDS issues in the third quarter increased by 68% from the total PDS issues approved in the same quarter last year.

In addition, the SC approved one issue of foreign currency-denominated PDS by a Malaysian issuer valued at USD500 million in the third quarter of 2005 (Table 4), as well as one offer of foreign currency-denominated PDS by a foreign issuer valued at
GBP20.0 billion in the third quarter (Table 5).

The SC approved eight programme issuance of structured products with a total size of up to RM18.0 billion in the third quarter of 2005 as compared to two programme issuance of up to RM3.4 billion in the same quarter last year (Table 6).

Private Debt Securities

The SC approved a total of 33 private debt securities (PDS) issues (excluding issuance by Cagamas Berhad) amounting to RM16.8 billion in the second quarter of 2005 (Table 2). This number includes two issues of asset-backed debt securities (ABS) worth RM1.6 billion. Eighteen of these approvals were for issuance of Islamic securities while the remaining 15 approvals were for issuance of conventional PDS representing 54.5% and 45.5% of total approvals for PDS, respectively. The number of approved PDS issues in the second quarter increased by 43.5% from the total PDS issues approved in the same quarter last year

The SC approved a total of seven PDS issues by Cagamas Berhad (Cagamas) amounting to RM980 million in the second quarter of 2005 (Table 3). Five of these approvals were for issuance of conventional PDS while the remaining two approvals were for issuance of Islamic securities representing 71.4% and 28.6% of approvals for Cagamas PDS issues, respectively.

The SC had also approved two issues of foreign currency-denominated PDS by Malaysian issuers valued at USD600 million in the second quarter of 2005 (Table 4), as well as two offers of foreign currency-denominated PDS by foreign issuers valued at USD2.5 billion in the second quarter (Table 5).

There was a significant drop in the number of PDS issues approved (16) in the first quarter of 2005, which was reflected in the corresponding decrease in the total size of PDS issues approved during that period (RM3.6 billion). 62.5% of the PDS issues approved were Islamic-based PDS, while the remaining 37.5% were conventional PDS.

In addition to the PDS issues by Malaysian issuers, the SC also approved one offer of US dollar-denominated PDS in Malaysia by a foreign issuer valued at USD500 million (or equivalent to RM1.9 billion) in the first quarter (Table 3).
