The SC approved a total of 39 private debt securities (PDS) issues amounting to RM22.06 billion in the fourth quarter of 2003. This number includes five ABS issues worth RM987.9 million. The number of approvals in this quarter increased by 44% from the third quarter. Out of the 39 approvals granted, 59% comprised conventional PDS issues while the remaining 41% comprised Islamic-based PDS issues. Number of Issues Relating to Private Debt Securities Approved

There was a marked increase of 300% in the number of Islamic PDS issues approved in this quarter from the previous quarter, with the value of the Islamic PDS issues increasing by 20.7%. While the number of conventional PDS issues approved this quarter remained constant with the previous quarter, the value for this quarter's conventional PDS issues increased by 289%. On a year-to-year comparison, the number of PDS submissions approved in 2003 fell by 31% from 2002, with a 15.5% decrease in the size of issues.
 
September 2003

The SC approved a total of 27 private debt securities (PDS) issues worth RM4.08 billion in the third quarter including one issue of asset-backed debt securities (ABS) worth RM1.31 billion. Out of the 27 approved issues, 85% comprised conventional PDS issues whilst the remaining 15% comprised Islamic-based PDS issues.

For the period from January to end-September 2003, the approvals granted for proposals relating to PDS issues recorded a decline of 24.0% and 40.8% respectively in terms of the approved number of issues and the size of issues, as compared with the corresponding period last year.

In addition to the PDS issues by Malaysian issuers, the SC also approved one offer of US Dollar-denominated PDS by the Government of Qatar in Malaysia worth USD700 million (or RM2.66 billion equivalent) in the third quarter.

The Securities Commission (SC) approved a total of 22 private debt securities (PDS) issues amounting to RM5,065.09 million in the second quarter including one issue which was approved under the Guidelines on the Offerings of Asset-Backed Debt Securities (ABS Guidelines) released on 11 April 2001.  The size of the PDS issues in the quarter under review was significantly smaller as compared with the total size in the first quarter, which stood at RM16,146.39.

Close to 82% of the approvals in the second quarter were for conventional PDS issues while the remaining 18% were for the issuance of Islamic-based PDS.

The Securities Commission (SC) approved a total of 30 private debt securities (PDS) issues amounting to RM16,146.39 million in the first three months of 2003.  While there was a relatively larger number of PDS issues approved in the fourth quarter of 2002 (67 issues), the size of those issues, totalling RM13,265.89 million was significantly smaller.Close to 77% of the approvals in the first quarter of 2003 were for conventional PDS issues while the remaining 23% were for the issuance of Islamic-based PDS.
