Deputy General Manager & Head, Regulatory Services (Primary Market)
Your role is:
To lead in formulating, reviewing and enhancing the regulatory policies, guidelines, rules, practices and procedures on fund-raising and listings of companies/securities, and in developing strategies and initiatives to enhance the quality, efficiency, competitiveness and robustness of the primary market for securities in Malaysia
You will be accountable for:
- Planning, strategising and directing the management of the department’s deliverables
- Contributing to broad group strategy and objectives and responsible for their effective and efficient execution/delivery
- Providing input towards planning and setting the strategic direction of Malaysia’s primary market for securities (including enhancing the disclosure-based regulation framework)
- Leading in the development of a sound regulatory framework for fund-raising by ensuring the effective and timely formulation of SC’s policies, guidelines, practices and procedures to promote a robust primary market for securities
- Reviewing the effectiveness of the SC’s policies, guidelines, practices and procedures in regulating the primary market and fund-raising activities and make recommendations for improvement
- Reviewing the adequacy and effectiveness of the Listing Rules of the stock exchange, including proposals to amend the Rules, and ensuring that the Rules are aligned with SC’s policies and strategic thrusts/objectives
- Providing advice to the Issues Committee, Management and line departments of the SC as well as external parties (e.g. corporate advisers) on policies, guidelines, practices and procedures relating to the primary market and fund-raising
- Acting as a member of the Issues Recommendation Committee to deliberate on recommendations on corporate proposals before being tabled to the Issues Committee
- Building effective working relationships and networking with internal and external parties and leverage on market information, knowledge and expertise relevant to the development of the primary market
- Leading, managing and developing the team in providing high quality deliverables and services across the full range of the department’s function
You should have:
- A strong first degree in law; a postgraduate qualification such as Masters in Law or MBA will be an advantage
- At least ten (10) years’ working experience in the field of law or finance
- A strong interest in policy and regulatory issues and be able to demonstrate current knowledge of developments in the international and local capital markets
- Strong oral and written communication skills
