The Securities Commission (SC) is pleased to invite companies to participate in the Request for Proposal (RFP) below:

Procurement, Development, Implementation, Deployment, Commission And Maintenance of SC-TAAM: Document Management Services (DMS) for the Securities Commission Malaysia

The Securities Commission Malaysia (SC) is pleased to invite companies to participate in the Request for Proposal (RFP) below:

RFP Name: Procurement, Development, Implementation, Deployment, Commission And Maintenance of SC-TAAM: Document Management Services (DMS) for the Securities Commission Malaysia

SC-TAAM DMS project is a core initiative to achieve SC’s Target State Architecture in implementing Centralized Document Management :

  • Build Submission Platform: Single submission platform which integrate with business application to offer all kind of submission functionality.
  • Build Document Management System: Centralized document management system for persistent document storage.

Companies who are interested in submitting their proposal will need to fill up the Vendor Registration Form.

Please email the form to [email protected] with the subject “[Name of Company’s] Indication of Interest to participate in the RFP for “For procurement, development, implementation, deployment, commission and maintenance of SC-TAAM: Document Management Services (DMS) for the Securities Commission Malaysia” on or before 07 Feb 2023.

The RFP documents will be emailed to companies who are successful in Pre-Qualification Requirements. The Non-Disclosure Agreement (NDA) must be duly completed and submitted before the RFP document shall be released.

Pre-Qualification Requirements
Only companies that meet the following requirements will be considered:

  1. Must have a local presence.
  2. The company with at least 3 years of related experiences in document management and software development.
    • Enterprise Document Management System (Build and COTs)
    • Intelligent Information Management using Intelligent Document Processing (IDP) and WebCrawler

  3. Any litigation or dispute instituted against the company and/or its directors, must be disclosed.


Vendor Code of Conduct

The Vendor Code of Conduct (“VCC”) establishes a set of obligations on business and ethical practices, and professional conduct expected of all Vendors engaging or working with the SC. It shall apply to all contractors, consultants or any person including their employees, agents, suppliers and sub-contractors (“representatives”). The SC expects the Vendor to comply with the VCC when engaging with the SC and throughout its conduct of business with the SC.
