Request for Proposal

The Securities Commission (SC) is pleased to invite relevant companies to participate in the Request for Proposal (RFP) below:
For the Design, Development, Testing and Commissioning, and the Maintenance of SC Adverse Record System (SCARS) 2.0 for the Securities Commission Malaysia.
Companies who are interested to submit their proposal will need to fill up the Vendor Registration Form. Please email the form to [email protected] with the e-mail subject “[Name of Company’s] Indication of Interest to participate in the RFP for “For the Design, Development, Testing and Commissioning, and the Maintenance of SC Adverse Record System (SCARS)2.0 for the Securities Commission Malaysia” on or before 14 December 2020

The RFP documents will be emailed to companies who are successful in Pre-Qualification Requirements. 

Pre-Qualification Requirements
Only companies that meet the following requirements will be considered:
  1. Locally incorporated and legally registered company in Malaysia.
  2. Must have a local presence and technical support team based in Malaysia.
  3. An authorised dealer/partner of the solution or services provided by the principal.
  4. Have any litigation or dispute instituted against the company and/or its directors.
  5. Have established for at least three (3) years and to provide latest audited financial statements.
  6. Have dedicated team for system development and support/maintenance, respectively.
  7. Have vast experience in developing and delivering solutions leveraging on the latest Microsoft technology.
  8. Must have the available resources to start the project tentatively March 2021 onwards.

    Vendor Code of Conduct

    The Vendor Code of Conduct (“VCC”) establishes a set of obligations on business and ethical practices, and professional conduct expected of all Vendors engaging or working with the SC. It shall apply to all contractors, consultants or any person including their employees, agents, suppliers and sub-contractors (“representatives”). The SC expects the Vendor to comply with the VCC when engaging with the SC and throughout its conduct of business with the SC.
