Anwar to Officiate International Islamic Capital Market Conference

Kuala Lumpur, 9 June 1997

Acting Prime Minister, Dato' Seri Anwar Ibrahim will be officiating the International Islamic Capital Market Conference '97, to be organised by the Securities Industry Development Centre (SIDC) of the Securities Commission (SC), on 15-16 July 1997, at the Istana Hotel, Kuala Lumpur.

The conference aims to create and instill awareness and understanding of the muamalat concepts amongst market participants particularly, chief executives, company directors, bankers, researchers, stockbrokers, futures brokers, fund managers, Syari'ah experts, academicians, as well as institutional and private investors.

The theme for this year's two-day conference is "Developing Islamic Capital Market Instruments". This conference will focus on issues pertaining to the implementation of the fiqh muamalat concepts such as Dha' Wa Ta'ajjal, Bai' Ul-Ma'dum, Bai' Ul-'Inah, As-Suyulah, 'Uqud Mu`ajjalah and Al-Ijarah and their role in developing and structuring instruments in the Islamic capital market. Case studies of Islamic instruments which have been issued in Malaysia will also be reviewed. These will include the Islamic Revolving Underwriting Facilities (IRUF), Islamic benchmark bond, Al-Ijarah financing (Sukuk) and Bai' Bithaman Ajil financing with notes issuance (BaIDS 3/4 Bai' Bithaman Ajil Islamic Debts Securities).

The keynote address on "The Role of Ijtihad in the Development of an Islamic Capital Market", will be delivered by a renown Islamic scholar, Sheikh Dr. Taha Jaber Al-Alwani, President of the International Institute of Islamic Thought, United States.

Other speakers of the conference comprise distinguished figures from diversified backgrounds and organisations including Dr. M. A. Zaki Badawi, Syari'ah Advisor of Islamic Banker and Chairman of Muslim Law (Syari'ah) United Kingdom; Dato' Dr. Abdul Halim Ismail, Prof. Dato' Dr. Othman Ishak and Dr. Mohd. Daud Bakar, Members of the Syari'ah Advisory Council, Securities Commission; Prof. Dr. Mohd. Hashim Kamali and Dr. Mohd. Azmi Omar from the International Islamic University; Haji Wan Ismail Wan Ibrahim, Chief Executive Officer of Syari'ah System Consultants Sdn Bhd; Haji Wan Abdul Rahim Kamil, Managing Director of Abrar Discounts Bhd; Tan Sri Dato' Abdul Rashid Hussain, Chairman of Executive Committee, Khazanah Nasional Bhd; as well as Hamdan Mohd. Bintang and Mohd. Zahid Abdul Aziz, from Bank Islam Malaysia Bhd.

A discussion panel with the theme "Towards a Practical Islamic Capital Market: Issues and Challenges" will wrap up the two-day conference. The panelists comprise Dato' Abdul Murad Khalid, Assistant Governor of Bank Negara Malaysia; Tan Sri Abdul Khalid Sahan, Chairman of Rating Agency of Malaysia; and Dato' Dr. Abdul Halim Ismail.

Registration fee is at RM650 per participant (inclusive of lunch, refreshment, and conference materials).
