Key SC Appointments

The Securities Commission (SC) would like to announce the appointment of Mr Wong Wing Seong as its Director of Issues and Investment and Mr Larry Seow Thiam Fatt as its General Manager of Financial Reporting Surveillance and Compliance. Both appointments will take effect on 1 June 2000.

Mr Wong replaces Mr Siow Kim Lun who has moved on to become the SC's Director of Market Supervision while Mr Larry Seow takes over from Datin Azizah bt Mohd Jaafar who had left the SC.

Mr Wong, an accountant, was formerly the Director of Corporate Recovery and Restructuring of KPMG Corporate Services Sdn Bhd (KPMG), a post which he held since 1995. He has been with KPMG since 1987.

In the course of his work, Mr Wong has acquired vast experience in debt restructuring exercises of distressed companies, advising and grooming companies for listing on the Kuala Lumpur Stock Exchange (KLSE) as well as in matters relating to the receivership and liquidation of companies.

As the SC Director of Issues and Investment, Mr Wong will oversee the issuance of securities by public limited companies, and/or the listing of such securities on the stock exchange, the take-overs and mergers of companies and all matters relating to unit trusts as well as other collective schemes.

Mr Wong holds a Bachelors Degree of Business in Accountancy from the Royal Melbourne Institute of Technology. He is also a member of the Australian Society of Certified Practising Accountants (ASCPA).

Mr Larry Seow is an accountant. Prior to his appointment with the SC, he was the Executive Director of Laris Management Services Sdn Bhd, a corporate and financial consulting firm. In his more-than-20 years as an accountant, Mr Larry Seow has held numerous positions such as the Senior Partner of Larry Seow & Co, Managing Partner of Moores and Rowland and a Partner of Arthur Young (now known as Ernst & Young). He was also the President of the Malaysian Association of Certified Public Accountants (MACPA) from 1987 to 1989.

As the new head of the SC's Financial Reporting Surveillance and Compliance Department, Mr Larry Seow will be in charge of among others, the development and implementation of a corporate compliance system in accordance with accounting and financial reporting requirements.

Mr Larry Seow, who underwent his tertiary education at the Curtin University (formerly Perth Technical College), Western Australia, is a Fellow of the Institute of Chartered Accountants in Australia and the ASCPA. He is also an Associate of the Institute of Chartered Secretaries and Administrators.
