The consultation paper is a follow-up to the SC's previous public paper entitled "Discussion Paper on EC and the Malaysian Capital Market - Regulatory and Developmental Challenges" that was released in 1997.

The consultation paper is divided into three major parts namely Part 1 that deals with the objectives, background, methodology and scope of the paper, Part 2 lays down the principles in which EC will be developed in the capital market while Part 3 sets out the issues and recommendation to facilitate and overcome impediments to EC.
