New SC Unit to Handle Public Complaints on Securities Laws Violations

The Securities Commission (SC) wishes to announce the establishment of a Complaints Unit within the SC's Compliance and Enforcement Division. The operations of the Complaints Unit will take effect from 28 September 1999.

The establishment of the Complaints Unit represents the formalisation of the SC's existing system of handling public complaints on improper conduct and other irregularities in the securities and futures industries that relate to violations of securities laws and regulations.

The SC believes that the Complaints Unit will facilitate the SC's enforcement efforts and contribute towards achieving its aim and fulfilling its statutory mandate of preserving market integrity and protecting investors' interests.

Background information:

The Securities Commission (SC), a statutory body reporting to the Minister of Finance, was established under the Securities Commission Act 1993. It is the sole regulatory agency for the regulation and development of capital markets. The SC has direct responsibility for supervising and monitoring the activities of market institutions, including the exchanges and clearing houses, and regulating all persons licensed under the Securities Industry Act 1983 and Futures Industry Act 1993.
