Request for Proposal - Maintenance and Support Services for Enforcement Case Management System (ECMS) and SC & Bursa Coordinated Enforcement Repository System (CERS) System

The Securities Commission (SC) is pleased to invite companies to participate in the Request for Proposal (RFP) as follows

RFP Name: Request of Proposal (RFP) for Maintenance and Support Services for Enforcement Case Management System (ECMS) and SC & Bursa Coordinated Enforcement Repository System (CERS) System.

Companies interested in submitting a proposal must complete the Vendor Registration Form. Please email the form to [email protected] with the subject “[Name of Company’s]” Indication of Interest to participate in the RFP for Tender on REQUEST FOR PROPOSAL (RFP) FOR MAINTENANCE AND SUPPORT SERVICES FOR ENFORCEMENT CASE MANAGEMENT SYSTEM (ECMS) AND SC & BURSA COORDINATED ENFORCEMENT REPOSITORY SYSTEM (CERS) SYSTEM for Securities Commission Malaysia on or before 9 July 2026 (5.00 pm).

The RFP documents will be emailed to the companies that meet the Pre-Qualification Requirements. The Non-Disclosure Agreement (NDA) must be duly completed and submitted before the release of the RFP document.

Pre-Qualification Requirements
Only companies that meet the following requirements will be considered:

  1. Locally incorporated and legally registered company located in Malaysia
  2. Must have a local presence and a technical support team based in Malaysia
  3. Must have proven experience, proficiency and expertise in delivering services
  4. Any litigation or dispute instituted against the company and/or its directors must be disclosed
  5. Have references and track records as a vendor in delivering services to clients
  6. The pricing proposal must demonstrate cost-effectiveness
  7. Provide the latest two (2) years' audited financial statements
