Request for Proposal (RFP) - Independent Security Evaluation Consultant for Integrated Physical Security Enhancement Project

The Securities Commission (SC) is pleased to invite companies to participate in the Request for Proposal (RFP) below:

RFP Name: Independent Security Evaluation Consultant for Integrated Physical Security Enhancement Project

Companies who are interested to submit their proposal will need to fill up the Vendor Registration Form. Please email the form to [email protected] with the e-mail subject “Name of Company’s Indication of Interest to participate in the Tender for Independent Security Evaluation Consultant for Integrated Physical Security Enhancement Project" on or before 19 August 2026, 6.00 pm.

The Tender documents will be emailed to companies who are successful in Pre-Qualification Requirements.

Pre-Qualification Requirements
Only companies that meet the following requirements will be considered:

  1. Locally incorporated and legally registered company in Malaysia.
  2. Possess a minimum five (5) years' experience in physical security consulting, security risk assessment, security master planning, or security system design.
  3. Successfully completed at least three (3) similar projects within the last five (5) years.
  4. Demonstrated experience in financial institutions, regulators, government agencies, critical infrastructure, or equivalent high-security environments.
  5. Proposed Engagement Lead has a minimum of ten (10) years relevant experience leading security consulting assignments.
  6. At least one key personnel possess a recognised professional security qualification (e.g., CPP, PSP, PCI, CSMP) or equivalent demonstrable experience in security consulting engagements of similar scale and complexity.
  7. The company must have minimum paid-up capital of at least RM100,000.00
  8. Any litigation or dispute instituted against the company and/or its directors, must be disclosed.
  9. Agree to sign Non-Disclosure Agreement (NDA) with SC prior to receiving the Request for Proposal (RFP).
