Request for Proposal (RFP) - Tax Advisory Retainer Services

The Securities Commission (SC) is pleased to invite companies to participate in the Request for Proposal (RFP) below:

RFP Name: Tax Advisory Retainer Services

Companies who are interested in submitting their proposal will need to fill up the Vendor Registration Form. Please email the form to [email protected] with the subject “[Name of Company’s]” Indication of Interest to participate in the RFP for Tender on Tax Advisory Retainer Services for Securities Commission Malaysia on or before 27 August 2026 (5.00pm).

The RFP documents will be emailed to the companies who are successful in Pre-Qualification Requirements. The Non-Disclosure Agreement (NDA) must be duly completed and submitted before the release of the RFP document.

Pre-Qualification Requirements
Only companies that meet the following requirements will be considered:

  1. Locally incorporated and legally registered company in Malaysia
  2. Must have a local presence and a technical support team based in the Klang Valley
  3. The firm must have minimum RM500,000 paid up capital & submit audited financial statements for the past 2 years
  4. The firm should possess relevant experience in providing tax advisory and/or tax policy services relating to the capital market sectors, including capital market products and services (for both conventional and/or Islamic). Such experience may include engagement with government authorities and regulators, including but not limited to the Ministry of Finance (MOF), Inland Revenue Board of Malaysia (IRBM), and/or international organisations such as the Organisation for Economic Co-operation and Development (OECD), on matters relating to taxation, tax policy, tax incentives, tax implications, regulatory developments, implementation of tax-related measures, or other initiatives relevant to the capital market ecosystem
  5. The firm must demonstrate the ability to leverage its regional and global network of subject matter experts and technical resources to support the delivery of services, particularly for complex, specialised, or emerging issues.
