Milestones and Developments
A. Social Exchange Pilot Programme (SEPP25)
Launched in January 2025 for a period of six months, SEPP25 was instrumental for the development of the Social Exchange framework as it facilitated greater understanding on Malaysia’s third sector through the sharing of relevant data and insights from the SEPP25 participating non-profit organisations to the Securities Commission Malaysia.

Five non-profit organisations participated in SEPP25:
  1. Malaysian Association for the Blind
  2. Malaysian Relief Agency
  3. Mercy Malaysia
  4. Suriana Welfare Society Malaysia
  5. WWF-Malaysia

SEPP25 concluded in June 2025.

B. Issuance of the Guidelines on Social Exchange Platforms
The SC issued the Guidelines on Social Exchange Platforms on 19 September 2025, which sets out requirements for Social Exchange Platform operators and non-profit organisations, including eligibility, disclosure and mandatory reporting to assure donors on how funds are utilised and the outcomes achieved.

C. Appointment of Malaysia’s First Social Exchange Platform Operator and Social Exchange Platform Go-live
The SC announced the appointment of LC Wakaful Digital Sdn Bhd (LCWD) as the first Social Exchange Platform operator on 12 February 2026. As the operator, LCWD registered under section 76A of the Capital Markets and Services Act 2007 (CMSA).

LCWD is responsible for establishing and operating Malaysia’s first Social Exchange Platform, Impakrintas, as well as onboarding eligible non-profit organisations in accordance with the requirements set out in the Guidelines of Social Exchange Platforms.
The Social Exchange Platform is now live and open for donations.
