Request for Proposal (RFP) - Public-Facing AI Chatbot Solution

The Securities Commission (SC) is pleased to invite companies to participate in the Request for Proposal (RFP) below:

RFP Name: Provision of a Public-Facing AI Chatbot Solution.

Companies who are interested to submit their proposal will need to fill up the Vendor Registration Form. Please email the form to the [email protected] with the e-mail subject “[Name of Company’s] Indication of Interest to participate in the RFP for the Provision of a Public-Facing AI Chatbot Solution on or before “16 September 2026”.

The RFP documents will be emailed to companies who are successful in Pre-Qualification Requirements. The Non-Disclosure Agreement (NDA) must be duly completed and submitted during the receiving of the RFP document.

Pre-Qualification Requirements
Only companies that meet the following requirements will be considered:

List of requirements determined by Evaluation Committee
  1. Locally incorporated and legally registered company in Malaysia.
  2. Must have a local presence and technical support team based in the Klang Valley region.
  3. If not the principal, must be an authorised dealer, reseller, or partner of the principal for the proposed solution and services.
  4. Must have at least three (3) years of experience in Artificial Intelligence (AI), chatbot, or digital transformation solutions.
  5. Must demonstrate successful implementation of AI-based solutions for government agencies, regulators, financial institutions, or large enterprises.
  6. Any litigation, arbitration, dispute, or regulatory action instituted against the company and/or its directors must be disclosed.
  7. Must submit the latest audited financial statements and demonstrate sound financial standing. The company must not be under liquidation, receivership, judicial management, or any insolvency-related proceedings.
  8. The successful vendor shall, for contracts with an award value exceeding RM1 million, furnish a Performance Bond equivalent to five percent (5%) of the total contract value and execute the contract agreement prescribed by SC.
